On April 8, 2021, the California Joint Committee on Rules distributed a memo to all legislative staff containing an update and FAQs about the Capitol Annex Project. Unfortunately, the memo fails to provide any factual information or analysis about what the retrofit plans would either involve or cost. And the FAQs provide little in the way of real answers. The fact that the Joint Committee on Rules (JRC) felt that this type of document was necessary proves that the Capitol Annex Project has not been transparent as stated.
